Per Sandborgh, born 30 October 1945 is a swedish voice actor. He is the swedish voice of the Joker and the penguin, and he also voiced Homer Simpson when the Simpsons was voiced for a brief time in 1994. He also voiced Launchpad McQuack in the first season of DuckTales, Stu Pickles in Rugrats and Fat Cat in the first swedish dub of Chip 'n' Dale Rescue Rangers.
